Based on data from the National Health Insurance Agency (Badan Penyelenggara Jaminan Sosial Kesehatan or BPJS Kesehatan), the number of National Health Insurance (JKN) participants reached 249.67 million as of January 31, 2023.
The majority of JKN participants are recipients of contribution assistance from the State Budget (Penerima Bantuan Iuran dari APBN or PBI APBN), totaling 111.14 million (44.51% of the total participants).
Furthermore, the number of participants from the group receiving contribution assistance from the Regional Budget (Penerima Bantuan Iuran dari APBD or PBI APBD) is 41.34 million (16.55%), Government Employee Wage Recipients (Pekerja Penerima Upah Penyelenggara Negara or PPU PN) 19.14 million (7.66%), and Non-Government Employee Wage Recipients (Pekerja Penerima Upah selain penyelenggara negara or PPU BU) 42.57 million (17.05%).
There are also 30.91 million (12.38%) participants who are Self-Employed Wage Recipients (Pekerja Penerima Upah Pekerja Mandiri or PPU Pekerja Mandiri), and 4.56 million (1.82%) JKN participants who are not employed.
JKN has six types of services: primary healthcare services, primary outpatient care (RJTP), primary inpatient care (RITP), advanced referral healthcare services, advanced outpatient care (RJTL), and advanced inpatient care (RITL).
Previously, Minister of Health Budi Gunadi Sadikin planned to gradually eliminate BPJS Kesehatan classes 1, 2, and 3 this year. Through the implementation of standard inpatient classes (Kelas Rawat Inap Standar or KRIS), all hospitals will have similar rules in healthcare services, especially inpatient care.
Membership fees will change in line with government policies regarding the implementation of KRIS. However, the amount of BPJS Kesehatan contributions has not changed to date.
These contributions still follow Presidential Regulation (Peraturan Presiden or Perpres) Number 64 of 2020, Second Amendment to Presidential Regulation Number 82 of 2018 concerning Health Insurance.
The following are the current contribution rates still in effect according to these regulations:
* Participants receiving contribution assistance (PBI): paid by the government.
* Wage-earning participants (PPU) working in government institutions: 5% of the monthly salary, with 4% paid by the employer and 1% by the participant.
* Wage-earning participants (PPU) working in SOEs/ROEs/private sector: 5% of the monthly salary, with 4% paid by the employer and 1% by the participant.
* Additional family members of PPU: 4th child and onwards, father, mother, and in-laws; contribution amount is 1% of the monthly salary, paid by the wage-earning participant.
* Non-working community groups (BP): Class 1 Rp150,000 per person per month, Class 2 Rp100,000 per person per month, Class 3 Rp35,000 per person per month.
* Veterans and independence pioneers: 5% of 45% of the basic salary of a civil servant (PNS) of rank III/A with 14 years of service per month, paid by the government.
