The Ministry of Religious Affairs (Kemenag) and Commission VIII of the Indonesian House of Representatives (DPR RI) have agreed on an average Hajj Pilgrimage Cost (BPIH) of Rp89,410,258.79 for 1446 H/2025 M.
"This cost is lower than the average BPIH in 2024, which reached Rp93,410,286.00," said Minister of Religious Affairs Nasaruddin Umar in a press release on Monday (6/1/2025).
The 2025 BPIH consists of two components: first, the Hajj Pilgrimage Travel Cost (Bipih), or the cost borne by pilgrims, amounting to Rp55.43 million per person, or 62% of the total BPIH.
Second, the value of benefits or subsidies from the government, amounting to Rp33.98 million per person, or 38% of the total BPIH.
Nasaruddin stated that this year's BPIH aligns with President Prabowo Subianto's directive to provide prospective Hajj pilgrims with the opportunity to perform the Hajj pilgrimage at a lower cost.
This refers to Article 48 of Law Number 8 of 2019 concerning the Organization of Hajj and Umrah Pilgrimages, where the amount of BPIH is determined by the President upon the proposal of the Minister of Religious Affairs after obtaining the approval of the DPR RI.
"The Hajj Finance Management Agency (BPKH) also has a good opportunity because the value of benefits that can be provided to our prospective Hajj pilgrims is not as large as last year. This means there are savings,” he said.
The total value of benefits used in the 2025 Hajj pilgrimage is Rp6.83 trillion. This is lower than the value of benefits used in the 2024 Hajj operation, which was Rp8.2 trillion.
This year's Hajj pilgrimage has a quota of 221,000 for Indonesia. This consists of 201,063 regular pilgrims, 1,572 regional Hajj officers, 17,680 special Hajj pilgrims, and 685 Hajj pilgrim guides.
