Throughout 2021, Perusahaan Listrik Negara (PLN), the Indonesian state-owned electricity company, sold 257,630 gigawatt-hours (GWh) of electricity nationwide.
"The industrial customer group consumed 31.4%, households 44.78%, businesses 17.25%, and others (social, government buildings, and public street lighting) 6.57%," according to the PLN 2021 Statistics report.
Spatially, throughout last year, the largest consumers of PLN electricity were from West Java, with a total consumption of approximately 53,000 GWh. The next largest consumers were from East Java, Jakarta Raya, Central Java, and Banten.
Outside of Java, the largest PLN electricity consumers were from North Sumatra, South Sulawesi, Riau, South Sumatra, and Lampung, with energy consumption levels as shown in the graph.
PLN frequently experiences an oversupply, where its electricity supply exceeds the amount sold to customers. In 2021, for example, PLN produced 182,970 GWh of electricity itself and purchased 106,490 GWh from external sources. Therefore, PLN's total electricity supply reached 289,470 GWh.
Meanwhile, only 257,630 GWh of electricity was sold to customers nationwide in 2021. This resulted in a surplus of approximately 31,800 GWh at the end of the year.
This issue was also mentioned by the Chairman of the DPR RI Budget Committee, Said Abdullah. He predicted that PLN's electricity oversupply problem would continue until next year, adding to the burden on the state.
"If later, New and Renewable Energy (EBT) enters the market, then in 2030 PLN will have a 41 gigawatt oversupply. Imagine, if 1 gigawatt is due to a take-or-pay contract, then it has to pay Rp3 trillion, because per 1 gigawatt the burden is Rp3 trillion," said Said during a discussion of the 2023 State Budget (RAPBN) at the DPR RI building in Jakarta on Monday (September 12, 2022).
In response to this problem, the DPR RI Budget Committee agreed to encourage household customers to increase their electricity capacity so that PLN's excess electricity supply can be absorbed.
"We agree with the government to (encourage customers) to upgrade from 450 VA to 900 VA, and from 900 VA to 1,200 VA, that's firm," said Said, as reported by Katadata.co.id on Tuesday (September 12, 2022).
