All motorized vehicle owners in DKI Jakarta are required to conduct emission tests to reduce air pollution in the capital city.
This emission test requirement specifically applies to owners of private passenger cars and motorcycles that are more than 3 years old.
This is stipulated in DKI Jakarta Governor Regulation No. 66 of 2020 concerning Motor Vehicle Exhaust Emission Testing, signed by Anies Baswedan.
Emission testing is conducted by measuring the levels of carbon monoxide (CO), hydrocarbons (HC), carbon dioxide (CO2), oxygen (O2), and nitrogen oxides (NO) produced by the vehicle's exhaust.
Vehicles with CO, HC, CO2, and NO emission levels within the safe threshold will be given an emission test certificate valid for one year.
Vehicles that fail the emission test may be subject to penalties such as parking disincentives or the application of the highest tariff.
Vehicle owners who do not conduct emission tests may also be subject to traffic tickets with a maximum fine of Rp250,000 for motorcycles and Rp500,000 for cars.
Many Vehicles in Jakarta Have Not Undergone Emission Testing
According to data from the Central Statistics Agency (BPS), the number of private passenger cars in DKI Jakarta province in 2018 (which are now over 3 years old and subject to emission testing) was approximately 2.78 million units.
However, according to data from the DKI Jakarta Emission Testing Information System, as of February 23, 2022, only around 550,800 cars in the capital city had undergone emission testing. This means that the achievement of car emission testing in Jakarta is estimated to be only around 19%.
The achievement for motorcycles is even lower. BPS data shows that the number of motorcycles in DKI Jakarta province in 2018 (which are now over 3 years old and subject to emission testing) was approximately 8.13 million units.
However, as of February 23, 2022, only around 49,700 motorcycles in the capital city had undergone emission testing. Thus, the achievement of motorcycle emission testing in Jakarta is estimated to be only around 0.6%.
