Indonesia’s digital competitiveness has continued to strengthen over the past seven years. This is reflected in the latest East Ventures — Digital Competitiveness Index (EV-DCI) 2026 report, a research collaboration between East Ventures and Katadata Insight Center.

Since 2020, East Ventures has regularly measured Indonesia’s digital competitiveness through several assessment pillars, namely:

  • Input: Human Resources (HR), Information and Communication Technology (ICT) Usage, and ICT Spending
  • Output: Economy, Entrepreneurship and Productivity, and Employment
  • Supporting factors: Infrastructure, Finance, Regulation, and Local Government Capacity

These assessments are then compiled into the EV-DCI score on a scale of 0–100 points. The higher the score, the stronger the level of digital competitiveness.

Based on this methodology, the national median EV-DCI score has continued to increase over the years, reaching 42.2 points in 2026. This marks a new record high, as shown in the chart.

“Over the past seven years, Indonesia’s digital transformation has shown progressive growth, with the average provincial score increasing by more than 50% since 2020,” the EV-DCI team said in its report.

According to the EV-DCI report, the increase in the national index this year indicates that progress is not limited to provinces with high levels of digital competitiveness, but is also occurring in provinces with medium and low rankings.

However, disparities between provinces remain a challenge. EV-DCI 2026 recorded improvements in scores in 37 of Indonesia’s 38 provinces, but the spread, or gap between the highest and lowest scores, has not narrowed significantly.

Meanwhile, the five provinces with the highest levels of digital competitiveness are still located on the island of Java, driven by relatively mature digital ecosystems, particularly in terms of human resource quality, access to digital finance, and mutually reinforcing entrepreneurship.

Based on this year’s findings, EV-DCI recommends focusing efforts to strengthen Indonesia’s digital competitiveness on four key areas: (1) promoting collaboration to accelerate digital transformation; (2) expanding digital connectivity to accelerate the equalization of regional digital competitiveness; (3) digitizing MSMEs to promote local economic inclusion; and (4) increasing the number of digital talents and strengthening digital capabilities.
