Monitoring by the Southeast Asia Freedom of Expression Network (SAFEnet) found at least 605 cases of Online Gender-Based Violence (OGBV) in Indonesia during the period of July-September, or the third quarter (Q3) of 2025.
According to SAFEnet, the number of cases in Q3 2025 increased compared to the same period last year, which saw 599 cases.
"The number of cases will continue to rise until the end of the year. Moreover, it must be underlined that SAFEnet's data is only based on complaints and internet monitoring," SAFEnet stated in its report.
Based on victim age, the 18-25 age group accounted for the largest number, with 365 complaints or cases. This figure is equivalent to 60% of the total cases.
However, cases involving children were also relatively high, with 121 cases (20%). There are two examples of cases where children were victims of OGBV.
The first was in East Kalimantan Province, where police arrested AMZ, a youth who blackmailed a 15-year-old child residing in Sweden. The victim and the perpetrator met on the Roblox game.
The second was in East Java Province, where police detained a man who committed sexual exploitation against his 16-year-old girlfriend.
According to SAFEnet, the vulnerability of children in the digital world makes comprehensive child protection an urgent matter.
"Content moderation to curb various OGBV cases, including sexual exploitation involving children, needs to be regulated as an effort for prevention and content handling," SAFEnet said.
