APJII also surveyed the reasons why people are not connected to the internet. Of this group, 43.63% do not have a device that can connect to the internet.

Some also don't know how to use internet-connected devices (40.77%), don't see the benefits of the internet (3.24%), and data plans are too expensive (2.88%).

This survey involved 8,700 respondents aged 13 and over, distributed proportionally across Indonesia's 38 provinces. The sample was selected using a multistage random sampling technique.

The survey was conducted from April 10 to July 16, 2025, using face-to-face interviews, with a margin of error of approximately 1.1%.
