The Southeast Asia Freedom of Expression Network (SAFEnet) recorded 137 digital attacks in Indonesia during the first quarter of 2025.

These digital attacks included hacking, threats, doxing, phishing, impersonation, ransomware, extortion, theft of personal data, and others.

Students were the most affected group, accounting for 28 out of the 137 incidents. Other victims included: 22 civil society organization (CSO) staff/activists, 18 CSOs, and 15 members of the general public.

Further victims included: 12 private sector employees, 11 student organizations, 6 government employees, 5 artists, 4 private companies, and 4 public institutions.

Journalists/media workers, academics, and creative workers each experienced 3 incidents. Media outlets, business owners, and other categories experienced fewer incidents, as shown in the graph.

During the first quarter of 2025, SAFEnet forwarded 48 reports of digital attacks to three major platforms: Facebook, Google, and Instagram.

Instagram received the highest number of reports (39), followed by Facebook (5) and Google (4).

A total of 25 reports were successfully resolved, while 12 remain pending and 11 were rejected.
