Many citizens are worried about the military's involvement in civilian institutions.

The House of Representatives (DPR) passed a revision of Law Number 34 of 2004 concerning the Indonesian National Armed Forces (TNI) into law last Thursday (March 20, 2025).

The law increases the number of civilian positions in ministries/institutions that can be held by active military personnel from 10 to 14.

According to a Kompas Research and Development (Litbang Kompas) survey, this has caused concern among many citizens.

A majority, or 68.6% of respondents, are worried about the potential for overlapping authority when the TNI enters civilian institutions. Specifically, 54.1% are worried and 14.5% are very worried.

On the other hand, only 29.1% are not worried, consisting of 28.2% who are not worried and 0.9% who are not worried at all.

Litbang Kompas also surveyed public opinion on the influence of TNI civilian positions on democracy.

46.8% of respondents believe that the entry of the TNI into civilian institutions will disrupt democracy, while 49.7% believe that democracy will not be disrupted.

This survey involved 535 respondents from 38 provinces, selected randomly according to the population proportion in each province.

Data collection was conducted from March 17-20, 2025, through telephone interviews. The survey's margin of error is approximately 4.25% with a 95% confidence level, under conditions of simple random sampling.
