President Joko Widodo (Jokowi) has repeatedly signaled his intention to conduct a cabinet reshuffle since the end of December 2022. However, there is still no certainty regarding the schedule.
"Yes, tomorrow (reshuffle). It could be Friday, Monday, Tuesday, or Wednesday," Jokowi said, as quoted by CNN Indonesia, Thursday (5/1/2022).
Ali Mochtar Ngabalin, Expert Staff at the Presidential Staff Office, said that the possibility of a reshuffle this month remains open. "Maybe January, let's wait together," said Ngabalin.
Meanwhile, the Indonesian Democratic Party of Struggle (PDIP) urged two ministers in Jokowi's cabinet to resign, namely Minister of Agriculture Syahrul Yasin Limpo and Minister of Environment and Forestry Siti Nurbaya. PDIP considers the performance of these two ministers from the NasDem party to be poor.
Since 2014 until 2022, Jokowi has conducted seven cabinet reshuffles. During his first term (2014-2019), there were four reshuffles, while during his second term (2019-2022), there were three.
In his eight years in office, Jokowi has frequently dismissed and appointed new ministers and deputy ministers, as well as reshuffled ministerial positions.
The following is a history of Jokowi's cabinet reshuffles from 2014-2022:
First Reshuffle: August 12, 2015
Seven officials were appointed by Jokowi:
1. Darmin Nasution as Coordinating Minister for the Economy, replacing Sofyan Djalil.
2. Sofyan Djalil as Minister of National Development Planning/Head of Bappenas, replacing Andrinof Chaniago.
3. Rizal Ramli as Coordinating Minister for Maritime Affairs, replacing Indroyono Susilo.
4. Luhut Binsar Pandjaitan as Coordinating Minister for Political, Legal, and Security Affairs, replacing Tedjo Edhy Purdijatno.
5. Thomas Lembong as Minister of Trade, replacing Rachmat Gobel.
6. Pramono Anung as Cabinet Secretary, replacing Andi Widjajanto.
7. Teten Masduki as Presidential Chief of Staff, replacing Luhut Binsar Pandjaitan.
Second Reshuffle: July 27, 2016
During this period, Jokowi conducted a large-scale reshuffle, replacing 14 ministers:
1. Budi Karya Sumadi as Minister of Transportation, replacing Ignasius Jonan.
2. Bambang Brodjonegoro as Minister of National Development Planning/Head of Bappenas, replacing Sofyan Djalil.
3. Sri Mulyani Indrawati as Minister of Finance, replacing Bambang Brodjonegoro.
4. Sofyan Djalil as Minister of Agrarian Affairs and Spatial Planning, replacing Ferry Mursidan Baldan.
5. Archandra Tahar as Minister of Energy and Mineral Resources, replacing Sudirman Said. However, due to dual citizenship issues, Archandra served for less than a month. His position was then replaced by Ignasius Jonan, while Archandra took the position of Deputy Minister of Energy and Mineral Resources.
6. Airlangga Hartarto as Minister of Industry, replacing Saleh Husin.
7. Muhadjir Effendy as Minister of Education and Culture, replacing Anies Baswedan.
8. Eko Putro Sanjojo as Minister of Villages, Development of Disadvantaged Regions and Transmigration, replacing Marwan Jafar.
9. Asman Abnur as Minister of Administrative and Bureaucratic Reform, replacing Yuddy Chrisnadi.
10. Luhut Binsar Pandjaitan as Coordinating Minister for Maritime Affairs, replacing Rizal Ramli.
11. Wiranto as Coordinating Minister for Political, Legal, and Security Affairs, replacing Luhut Binsar Pandjaitan.
12. Enggartiasto Lukita as Minister of Trade, replacing Thomas Lembong.
13. Thomas Lembong as Head of the Investment Coordinating Board (BKPM), replacing Franky Sibarani.
14. Franky Sibarani as Deputy Minister of Industry.
Third Reshuffle: January 17, 2018
Jokowi replaced one ministerial position and one head of an agency:
1. Idrus Marham was appointed Minister of Social Affairs, replacing Khofifah Indar Parawansa, who resigned to run in the 2018 East Java Regional Elections.
2. Moeldoko became Presidential Chief of Staff, replacing Teten Masduki, who was assigned as Coordinator of Presidential Special Staff.
Fourth Reshuffle: August 15, 2018 & August 24, 2018
This cabinet reshuffle was the last in the Working Cabinet.
1. Syafruddin was appointed Minister of Administrative and Bureaucratic Reform, replacing Asman Abnur. Asman resigned because his party, the National Mandate Party (PAN), left the coalition supporting the Jokowi-JK government.
2. Agus Gumiwang Kartasasmita replaced Idrus Marham as Minister of Social Affairs due to his involvement in the Riau PLTU corruption case.
Fifth Reshuffle: December 22, 2020
This was the first reshuffle in Jokowi's second term. Six new ministers were inaugurated, including:
1. Tri Rismaharini as Minister of Social Affairs, replacing Juliari Batu Bara who was implicated in the Covid-19 social assistance corruption case.
2. Sandiaga Salahuddin Uno as Minister of Tourism and Creative Economy, replacing Wishnutama Kusubandio.
3. Budi Gunadi Sadikin as Minister of Health, replacing Terawan Agus Putranto.
4. Yaqut Cholil Quomas as Minister of Religion, replacing Fachrul Razi.
5. Wahyu Sakti Trenggono as Minister of Marine Affairs and Fisheries, replacing Edhy Prabowo who was implicated in the lobster seed corruption case.
6. Muhammad Lutfi as Minister of Trade, replacing Agus Suparmanto.
Sixth Reshuffle: April 28, 2021
Jokowi again reshuffled his cabinet by appointing two new ministers:
1. Bahlil Lahadalia as Minister of Investment. He previously served as Head of the Investment Coordinating Board (BKPM). However, a nomenclature change was made from BKPM to the Ministry of Investment.
2. Nadiem Makarim as Minister of Education, Culture, Research, and Technology. This followed the merger of the Ministry of Education and Culture with the Ministry of Research and Technology.
Seventh Reshuffle: Wednesday, June 15, 2022
Before announcing the changes to his ministerial lineup, Jokowi reportedly held a luncheon for several figures, including several names strongly suspected of becoming his new ministers, including:
1. Zulkifli Hasan as Minister of Trade, replacing Muhammad Lutfi.
2. Hadi Tjahjanto as Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency, replacing Sofyan Djalil.
3. Raja Juli Antoni as Deputy Minister of Agrarian Affairs and Spatial Planning/Deputy Head of the National Land Agency, replacing Surya Tjandra.
4. John Wempi Wetipo as Deputy Minister of Home Affairs.
5. Afriansyah Noor as Deputy Minister of Manpower.
