The Indonesian government has compiled a list of planned priority external loans (DRPPLN) to finance activities or projects undertaken by ministries. According to the Ministry of Finance website, this list of planned activities already has funding indications and is ready to be financed by foreign loans on an annual basis.
A report issued by the National Development Planning Agency/Bappenas shows that the 2023 DRPPLN includes 28 infrastructure projects and 50 non-infrastructure projects proposed by 19 ministries/agencies, state-owned enterprises (SOEs), and local governments.
The total value of these project loans amounts to US$20.95 billion, or approximately Rp329.23 trillion (assuming an exchange rate of Rp15,713 per US$). This funding comes from 18 international development partners. There is also domestic private sector funding of US$1.59 billion, or Rp24.98 trillion.
"Foreign loans are also used to finance national strategic activities or projects, especially in the transportation, health, and digital transformation sectors," wrote Bappenas in its report, *List of Planned Priority External Loans 2023*.

The ministry receiving the largest amount of foreign debt is the Ministry of Transportation, with US$5.57 billion, or Rp87.52 trillion.
The Ministry of Public Works and Public Housing (PUPR) follows in second place with US$5.47 billion, or Rp85.97 trillion.
Third is the Ministry of Health, with planned loans of US$3.97 billion, or Rp62.51 trillion. Fourth is the Ministry of Marine Affairs and Fisheries with US$1.51 billion, or Rp23,760,884,340,000.
Fifth is the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) with US$868.33 million, or Rp13.64 trillion.
The agency with the smallest amount of foreign loan disbursement in this list is the Meteorology, Climatology, and Geophysics Agency (BMKG), with US$26.61 million, or Rp418.23 billion.
