Indonesia's infrastructure budget absorption reached Rp44.7 trillion (approximately US$2.9 billion) by March 2024, according to data from the Ministry of Finance.
This absorption grew by 5.3% year-on-year (yoy) from March 2023, which amounted to Rp42.4 trillion. The realization also covers 10.5% of the budget ceiling in the State Revenue and Expenditure Budget (APBN).
Finance Minister Sri Mulyani detailed the budget realization in three categories. The largest was for ministry/agency (K/L) spending, totaling Rp27.3 trillion as of March 2024.
This K/L spending included Rp13.5 trillion for the Ministry of Public Works and Public Housing (PUPR). Details include Rp6.4 trillion for road construction; Rp600 billion for bridges; Rp2.3 trillion for dams; Rp1.1 trillion for irrigation networks; and Rp800 billion for clean water supply (SPAM).
Other ministries receiving funds from K/L spending include the Ministry of Transportation (Rp5.6 trillion) – Rp200 billion for railways; Rp600 billion for airports; and Rp1.4 trillion for seaports.
The Ministry of Communication and Informatics (Kominfo) received Rp2.8 trillion – Rp1.5 trillion for the operation and maintenance of 4G BTS; Rp500 billion for the national data center; and Rp400 billion for satellite capacity.
The Ministry of Religious Affairs (Kemenag) received Rp1.8 trillion – Rp700 billion for higher education buildings; Rp500 billion for madrasah infrastructure; and Rp200 billion for Hajj dormitories.
The final K/L recipient was the Indonesian National Police (Polri), receiving Rp1.9 trillion for the defense and security infrastructure of the new capital city (IKN).
Secondly, the largest realization was through transfers to regions (TKD) totaling Rp11.4 trillion. This entire budget was for revenue-sharing funds (DBH) and general allocation funds (DAU) for regional infrastructure.
Other realizations include housing financing disbursement through the Housing Financing Liquidity Facility (FLPP) amounting to Rp6 trillion.
