According to data from the Public Housing Savings Management Agency (BP Tapera), from the beginning of this year until November 3, 2025, the disbursement of the Housing Finance Liquidity Facility (FLPP) has reached 213,630 housing units with a total value of Rp26.51 trillion.
This realization has achieved 61% of the government's target of 350,000 housing units.
FLPP is a financing support program or mortgage subsidy for low-income communities, with funds sourced from the government budget and managed by BP Tapera.
In disbursing FLPP, BP Tapera collaborates with 39 disbursing banks and 7,638 developers from 22 housing associations spread across 398 regencies/cities in 33 provinces.
This year, BTN became the largest FLPP disbursing bank, achieving financing for 104,326 housing units, equivalent to 49% of the total national disbursement realization.
The following are the top 5 FLPP disbursing banks by contribution as of November 3, 2025:
- BTN: 104,326 housing units (48.83%)
- BTN Syariah: 44,434 housing units (20.79%)
- BRI: 22,709 housing units (10.63%)
- BNI: 10,052 housing units (4.70%)
- Bank Mandiri: 9,340 housing units (4.37%)
As of November 3, 2025, the highest FLPP disbursement was in West Java Province, with 48,252 housing units (22.58%).
Following that were Central Java Province with 18,707 units (8.75%), South Sulawesi with 17,370 units (8.13%), Banten with 14,094 units (6.59%), and East Java with 14,001 units (6.55%).
When viewed at the regency/city level, the highest FLPP disbursement was in Bekasi Regency, with financing for 10,992 housing units (5.14%).
Next were Bogor Regency with 8,086 units (3.78%), Tangerang Regency with 6,304 units (2.95%), Karawang Regency with 5,508 units (2.57%), and Kendari City with 5,116 units (2.39%).
