These are some major problems faced by SOEs according to Indonesian citizens.

Kompas Research and Development surveyed public opinion on several issues that are major problems for State-Owned Enterprises (SOEs). 

The results show that 46.8% of respondents believe that corruption or misuse of funds is one of the biggest problems hindering the performance of these state-owned companies. 

The next problem is a lack of transparency and oversight in SOEs, cited by 16.2%. This is followed by strong political intervention (10.4%) and unprofessional management (9.5%).

"In fact, the top leadership positions in SOEs are often filled by ministers and deputy ministers," wrote a Kompas Research and Development researcher in their report on Monday (September 29, 2025).  

Others also believe that operations in SOEs are inefficient (4.9%), there is still a reliance on government subsidies (4.2%), and productivity and innovation are low (2.6%). 

This survey involved 506 respondents from 71 cities in 38 provinces, who were randomly selected in proportion to the population in each province.

Data collection was conducted from August 11-14, 2025, via telephone interviews. The survey's margin of error was approximately 4.62% and a confidence level of 95%, under conditions of simple random sampling.
