According to data from the National Disaster Management Agency (BNPB), all regencies/cities in Bali Province have a "moderate" disaster risk level in 2024.
However, when compared across regions, the highest disaster risk is in Jembrana Regency.
BNPB measures disaster risk in Indonesia based on three main indicators, namely:
- Hazard: The probability of the frequency and intensity of natural disasters in an area, including earthquakes, tsunamis, volcanic eruptions, landslides, floods, extreme weather, droughts, forest and land fires, as well as extreme waves and abrasion.
- Vulnerability: The number of people at risk of exposure to disasters, the risk of losses due to disasters, and the level of environmental degradation.
- Capacity: The ability of local governments to manage disasters.
These various indicators are then processed into a numerical index. The higher the number, the higher the assumed disaster risk in an area.
In 2024, all regencies/cities in Bali Province have an index below 144 points, which means they fall into the "moderate" risk category.
The highest disaster risk is in Jembrana Regency, with an index of 133.06 points.

- Klungkung Regency: 124.33 (moderate)
- Gianyar Regency: 122.96 (moderate)
- Tabanan Regency: 122.13 (moderate)
- Bangli Regency: 117.37 (moderate)
- Karangasem Regency: 110.78 (moderate)
- Badung Regency: 94.74 (moderate)
- Denpasar City: 90.13 (moderate)
- Buleleng Regency: 86.02 (moderate)
"The values presented can serve as a guide for policymakers at national and regional levels to determine priorities for disaster management efforts in their respective areas to lower the disaster risk index," BNPB stated in its report.
