The Indonesian Financial Audit Agency (BPK) has identified several issues in the disbursement of Wage Subsidy Assistance (BSU) during 2021.
One issue was the misallocation of BSU funds totaling Rp22.33 billion.
This was stated by the BPK in its *Report on the Results of the Audit of the Internal Control System and Compliance with the Provisions of the 2021 Legislation*, released on May 31, 2022.
According to the report, in 2021, 22,197 BSU recipients were civil servants (ASN), receiving a total of Rp22,197,000,000.
Furthermore, 89 individuals received the BSU twice, receiving a total of Rp89,000,000.
Additionally, 53 ineligible individuals received the BSU, totaling Rp53,000,000.
"Regarding these issues, the revision and improvement of the BSU Guidelines in 2021 should have made the BSU disbursement process more accountable and justifiable," wrote the BPK in its report.
According to the official website of the Ministry of Manpower (Kemnaker), the 2021 BSU was intended for workers/laborers, with assistance amounting to Rp500,000/month/person for two months. The BSU was disbursed in a single payment, totaling Rp1,000,000/person.
Kemnaker established the following criteria for 2021 BSU recipients:
* Indonesian citizens, proven by possession of a National Identity Number (NIK)
* Active participants in the BPJS Employment program until June 2021
* Having a salary/wage of at most Rp3.5 million
* If the worker/laborer works in an area with a provincial or district/city minimum wage greater than Rp3.5 million, then the salary/wage requirement becomes at most the district/city minimum wage, rounded up. For example, the minimum wage in Karawang Regency of Rp4,798,312 is rounded up to Rp4,800,000.
* Working in areas under PPKM Level 3 and Level 4 as determined by the government.
Kemnaker also emphasized that BSU disbursement was prioritized for workers/laborers in the consumer goods industry, transportation, various industries, property and real estate, and trade and services, excluding education and health, according to the BPJS Employment sectoral data classification.
