15% of Non-Subsidized Fuel Consumption in Indonesia by 2025 to be Sourced from Non-Pertamina

Data from the Ministry of Energy and Mineral Resources (ESDM) recorded that the consumption of non-subsidized fuel oil (BBM) in Indonesia reached 4.75 million kiloliters (KL) from January to July 2025.

Of this total, 4.03 million KL, or approximately 85%, was non-subsidized fuel consumption from Pertamina. Meanwhile, the remaining 715,827 KL, or 15%, came from non-subsidized fuel sold through gas stations other than Pertamina.

Compared to the market share in 2024, the consumption of non-subsidized gasoline from non-Pertamina sources has increased. Last year, its share was only 11% or equivalent to 725,536 KL.

"This means that the market share of non-subsidized gasoline has increased," said Laode Sulaeman, Director General of Oil and Gas at the Ministry of Energy and Mineral Resources, during a hearing with Commission VII of the House of Representatives on Wednesday (October 1, 2025).

This situation occurs amidst a projected decrease in subsidized fuel consumption by 1.4 million KL in 2025. The government believes this shift helps reduce the burden of energy compensation.

In 2024, Pertalite compensation reached Rp48.9 trillion. However, with the decrease in consumption this year, the compensation is projected to be only Rp36.4 trillion. "This means there is an efficiency of Rp12.6 trillion due to this shifting," said Laode.
