According to data compiled by the Center of Economic and Law Studies (Celios), child labor in Indonesia's textile, garment, footwear, and leather industries continues to decrease, but has not been entirely eradicated.

In 2017, 1% of textile companies employed children under 15 years old. This proportion then dropped to 0.1% in 2024.

"This data highlights that child labor practices are not non-existent; these practices still occur, and companies that continue to engage in them must be seriously penalized," Celios stated in its report Low Wages and High Hopes (November 2025).

"More systemic intervention is needed if Indonesia is serious about eliminating child labor practices and fulfilling its commitments to ILO Conventions No. 138 and 182," they added.

Celios collected this data from the DecentWorkCheck survey, which was gathered by partners of the Makin Terang initiative.

Makin Terang is a cross-organizational initiative managed to increase transparency of working conditions in Indonesia's textile, garment, footwear, and leather sectors.

Makin Terang is funded by the Laudes Foundation, along with an international consortium consisting of WageIndicator Foundation, FNV Mondiaal, Gajimu Indonesia, and the Trade Union Rights Centre.

The DecentWorkCheck survey covered 488 locations across Indonesia during the 2017–2024 period. However, data for 2020 is unavailable due to data collection constraints during the Covid-19 pandemic.
