Based on data from the Ministry of Manpower (Kemnaker), 39.35 million workers were registered in the social security program at BPJS Ketenagakerjaan (or TK) during the January-June 2025 period.
This figure comprises 26.30 million active participants in the wage recipient (PU) category; 8.62 million non-wage recipients (BPU); and 4.42 million in the construction sector.
Note that the figure for PU workers includes active participation in the Work Accident Insurance (JKK), Death Insurance (JKm), Old-Age Insurance (JHT), and Pension Insurance (JP) programs.
BPU workers, however, are not included in the JP program. Construction sector workers only participate in the JKK and JKm programs.
In the first half of this year, DKI Jakarta had the highest number of active BPJS Ketenagakerjaan participants nationally, reaching 7.71 million people, or 19.60% of the national total.
The following is a list of the 10 provinces with the highest number of active BPJS Ketenagakerjaan participants as of June 2025:
1. DKI Jakarta: 7.71 million people
2. West Java: 4.84 million people
3. East Java: 4.78 million people
4. Central Java: 4.04 million people
5. Banten: 2.53 million people
6. North Sumatra: 1.82 million people
7. East Kalimantan: 1.18 million people
8. Bali: 1.08 million people
9. South Sulawesi: 1.07 million people
10. Riau: 910,502 people.
Meanwhile, West Sulawesi had the lowest number of BPJS Ketenagakerjaan participants, with only 56,197 people. This was followed by North Kalimantan with 135,020 people and Maluku with 135,330 people.
Kemnaker also recorded 848,349 companies registered as participants in the BPJS Ketenagakerjaan program. By business scale, the majority, or 80.37%, are micro-enterprises.
