Data from the Manpower Employment Social Security Agency (BPJS Ketenagakerjaan), verified by the Ministry of Manpower (Kemenaker), shows that 39.05 million participants were enrolled in the BPJS Ketenagakerjaan (TK) program from January to May 2025.
This figure comprises 26.20 million active wage recipients (PU); 8.28 million non-wage recipients (BPU); and 4.56 million workers in the construction sector.
Note that the figure for PU workers includes active participation in the Work Accident Insurance (JKK), Death Benefit (JKm), Old-Age Security (JHT), and Pension (JP) programs.
BPU workers, however, are not included in the JP program. Construction workers only participate in the JKK and JKm programs.
The May 2025 total decreased by 1.63% month-on-month (mom) from the year-to-date accumulation through April 2025, which totaled 39.7 million participants.
Historically, the number of participants has been declining since the end of 2024.
At that time, the accumulated number of BPJS Ketenagakerjaan participants reached 45.22 million from January to December 2024. However, this dropped significantly to 42.66 million in January 2025.
By region, DKI Jakarta remains the province with the highest number of active BPJS Ketenagakerjaan participants nationwide, with 7.67 million as of May 2025. This represents 19.64% of the national total.
High Layoff Figures
This decrease in BPJS Ketenagakerjaan participation aligns with the increase in layoffs (PHK).
Kemenaker verified that 42,385 employees in Indonesia were laid off up to the first half of 2025. This figure is up 32.18% from the first half of 2024.
However, on a monthly basis, 1,609 workers were laid off in June 2025, down 65.78% from May 2025. West Java recorded the highest number of layoffs, with nearly 11,000 workers in June 2025, followed by Banten, Jakarta, and East Java.
