Thirty-two Indonesian provincial governments have set the 2025 Provincial Minimum Wage (UMP). The 2025 UMP increase is 6.5%, in accordance with Minister of Manpower Regulation (Permenaker) Number 16 of 2024 concerning the Determination of the 2025 Minimum Wage.
Quoting Katadata, the Director General of Industrial Relations Development and Manpower Social Security at the Ministry of Manpower, Indah Anggoro Putri, noted that all provinces have increased the UMP by 6.5% next year. However, Indah found that six provinces have yet to determine the amount of the UMP or the Provincial Sectoral Minimum Wage (UMSP) for 2025.
"Until 8:45 PM WIB on December 11, 2024, there are six provinces that have not yet determined the UMP and UMSP," Indah told reporters.
The six provinces that have not yet determined the 2025 UMP and UMSP are East Nusa Tenggara, West Nusa Tenggara, North Sulawesi, West Papua, Papua Pegunungan, and South Papua. In addition, 17 governors have yet to set the Provincial Sectoral Minimum Wage (UMSP).
Permenaker No. 16 of 2024 sets the deadline for the issuance of the 2025 UMP and UMSP as Wednesday, December 11, 2024. This UMP will be effective from January 1, 2025.

According to data compiled by Katadata, DKI Jakarta remains the region with the highest UMP. The 2024 UMP was Rp5,067,381, increasing to Rp5,396,761 in 2025.
Meanwhile, Central Java has the lowest UMP, increasing from Rp2,036,947 in 2024 to Rp2,169,349 in 2025.
The average Indonesian UMP is Rp3,113,360 in 2024, increasing to Rp3,296,017 in 2025.

President Prabowo Subianto previously announced a 6.5% increase in the 2025 minimum wage, almost double the 3.6% increase in this year's minimum wage. The average 2025 UMP is projected to increase from Rp3.11 million this year to Rp3.31 million.
"This minimum wage is a very important social safety net for workers who work less than 12 months, taking into account decent living needs," said Prabowo at a press conference at the Merdeka Palace in Jakarta on Friday, November 29, 2024.
