According to a report by the Indonesian State Civil Apparatus Agency (BKN), the number of active Civil Servants (PNS) in Indonesia reached 3.7 million in the first half of 2023. This number decreased slightly by approximately 2% compared to December 2022.
PNS are deployed in two categories: central government institutions and regional institutions. Central government institutions employ 25% of the total PNS, or 932,048 people, while regional institutions employ 75%, or 2,863,254 people.
Based on their province of origin, East Java is recorded as the province with the highest number of PNS in the country, reaching 372,304 in the first half of 2023.
Central Java is second with 343,989 PNS, followed by West Java with 337,203.

In addition, the government is currently reviewing the implementation of a single salary system for PNS. The Minister of National Development Planning/Head of Bappenas, Suharso Monoarfa, explained that this change is a priority agenda for the government next year.
“In 2024, priority activities based on function include the policy concept of pension system reform and a single salary for civil servants (ASN),” said Suharso during a discussion of the Work Plan and Budget (RKA) of the Ministry of National Development Planning/Bappenas with Commission XI of the DPR RI in Jakarta, as reported by *Katadata.co.id*, Monday (11/9/2023).
BKN explained that the single salary system means PNS will only receive one type of income, a combination of various income components.
The planned single salary system will consist of elements of position (salary) and allowances (performance and cost of living). A grading system will be implemented to determine the amount of salary for several types of PNS positions.
