The Ministry of Finance (Kemenkeu) reported that the total realization of spending by ministries and institutions (K/L) reached Rp669.56 trillion by the end of September 2023. This realization is only 66.9% of the target of Rp1,000.84 trillion.
The realization of K/L spending in January-September 2023 decreased by 0.72% compared to the same period last year (year-on-year/yoy).
"The realization of K/L spending is mainly influenced by the implementation of various K/L activities, such as support for election preparations, the development of the IKN (new capital city), priority infrastructure development, and the distribution of various social assistance (bansos)," said Kemenkeu in its report titled *APBN KITA October 2023 Edition*.
Of the total spending realization, the Ministry of Defense (Kemenhan) had the largest spending realization, at Rp97 trillion until September 2023.
This spending, under the leadership of Prabowo Subianto, was mainly used for capital expenditure related to the modernization of the Indonesian National Armed Forces' main weapon systems (alutsista).
Next, the Indonesian National Police (Polri) is in second place with spending realization of Rp82.1 trillion until September 2023. Polri's capital expenditure was used for equipment and machinery, including the procurement of special materials (almatsus).
In third place is the Ministry of Public Works and Public Housing (PUPR). The ministry, led by Basuki Hadimuljono, realized Rp76.2 trillion in spending until September 2023.
The Ministry of PUPR's spending was used by the government for infrastructure development, ranging from roads, irrigation, dams, and road and bridge preservation.
In addition, the Ministry of PUPR also allocated funds for capital expenditure on buildings, including the construction of government office buildings in the IKN.
