The Head of the Papuan People's Assembly (MRP), Timotius Murib, has requested that the DPR postpone the planned expansion of Papua's territory.
"Regarding the new districts or DOB (new autonomous regions), which the DPR RI ratified on April 12, 2022, the people are requesting that the expansion be postponed or delayed," said Timotius, as reported by Detik.com on Tuesday (26/4/2022).
According to Timotius, there are at least three reasons why the Papuan people want to postpone the expansion. Firstly, because the government is still imposing a moratorium on regional expansion throughout Indonesia.
Secondly, the expansion of Papua's territory is considered not to be based on scientific research. Thirdly, Timotius believes there are issues with human resources (HR) and local revenue (PAD) that many areas in Papua slated for expansion lack.
Economic Disparity in Papua
Looking at the Regional Gross Domestic Product (PDRB), there is a significant economic disparity between districts/cities in Papua Province.
The economy of Jayapura City, according to the current price PDRB without mining, reached Rp33 trillion in 2021. Meanwhile, the PDRB of Jayapura Regency and Merauke City is in the range of Rp16 trillion.
However, the PDRB of most other districts/cities is far below that range, as shown in the graph.
The lowest position is occupied by Supiori Regency with a current price PDRB without mining of only Rp1.08 trillion. Similarly, Mamberamo Tengah Regency is only at Rp1.24 trillion.
These uneven economic conditions are expected to hinder the plan to expand Papua's territory.
Previously, the DPR's Legislation Body had approved three Bills related to the New Autonomous Regions (DOB) of Papua as an initiative from the DPR.
These three Bills are the Bill on the Formation of South Papua Province, the Bill on the Formation of Central Papua Province, and the Bill on the Formation of Central Mountainous Papua Province.
