A report by the Commission for Missing Persons and Victims of Violence (KontraS) indicates that there were 92 victims of alleged torture perpetrated by state officials between July 2023 and June 2024.
Based on age group, 14 victims were children under the age of 18.
"KontraS's monitoring shows that all cases of torture involving minors were committed by members of the police," KontraS wrote in a report published on Monday (1/7/2024).
KontraS stated that the torture of children is a violation of Law No. 23 of 2002 concerning Child Protection. The Child Protection Law explicitly stipulates that children have the right to protection from violence.
According to KontraS's monitoring, the majority of the motives behind the torture of children were to obtain confessions. The victims were mostly children suspected of or accused of committing criminal acts.
KontraS provided examples of cases of child torture in Bulukumba Regency, South Sulawesi, and Banyumas, Purwokerto Regency, Central Java.
In the Bulukumba case, a 16-year-old child with the initials IK was forced by the police to confess to being a drug courier; the victim was beaten and threatened with a firearm.
Meanwhile, in the Banyumas case, involving the deceased suspect Oki who was accused of motorcycle theft and beaten by the police, children were also arrested and tortured, including A (15 years old), N (15 years old), and D (16 years old).
The next age group is 19-25 years old, with 24 individuals. Then there is the 26-35 years old group with 38 individuals—the highest number in this list.
Following this are the 36-50 years old group with 12 individuals and the 51-60 years old group with 1 individual. There were also 3 victims whose ages were unknown.
