Female Victims of Gender-Based Violence Tend to Be Younger Than Their Perpetrators

According to the National Commission on Violence Against Women (Komnas Perempuan), in 2024 there were 38,788 victims of Gender-Based Violence against Women (GBVW) in Indonesia, with 30,372 perpetrators/reported individuals.

This data is a combination of complaints received by Komnas Perempuan and reports of cases to other institutions/agencies.

The number of recorded GBVW victims in 2024 is higher than the number of perpetrators because in one case there is often one perpetrator with more than one victim.

Komnas Perempuan also found an age gap between victims and perpetrators.

In the 18-24 age group, there were 10,170 victims of GBVW, while there were only 4,470 perpetrators.

Then in the 6-13 age group, there were 8,088 victims, while there were only 598 perpetrators.

A similar pattern is seen in many other age groups, where the number of victims is often higher than the number of perpetrators of the same age.

"This data shows a power imbalance, where victims tend to be younger than the perpetrators/reported individuals," said Komnas Perempuan in its 2024 Annual Report.

Komnas Perempuan explained that there are also cases where the ages of the victims and perpetrators are unknown because age information is not mandatory in the complaint form.

Furthermore, age information may not be recorded because the case was reported by a support person who did not know the victim's/perpetrator's personal data.

There are also cases where the victim does not know the perpetrator's age. This is often found in cases of violence in cyberspace where the perpetrator's identity is disguised or anonymous.
