The Indonesian Survey Institute (LSI) surveyed Indonesian citizens' perceptions regarding the socialization of the revision of the Criminal Procedure Code (KUHAP) conducted by the government and the House of Representatives (DPR).
The results show that 41.6% of respondents said the socialization of the KUHAP revision was insufficient, and 28.7% stated it was very insufficient.
Meanwhile, 26.7% of respondents stated that the socialization of the KUHAP revision was sufficient, and only 3% considered it very sufficient.
"The majority of respondents, 70.3%, assessed that the government and the DPR have not done enough to socialize the changes to the KUHAP," said LSI in its report.
Based on the respondents' backgrounds, the highest percentage of those stating the socialization of the KUHAP revision was insufficient and very insufficient came from civil society organizations, at 83.3%.
This was followed by academics at 76.3%; law enforcement officials at 53.7%; and other respondent categories at 100%.
Meanwhile, the highest percentage of respondents stating that the socialization of the KUHAP revision was very sufficient and sufficient were law enforcement officials, at 46.3%. This was followed by academics at 23.7% and civil society organizations at 16.7%.
The LSI survey was conducted from May 20 to June 12, 2025, interviewing 101 respondents from academics, civil society organizations, legal practitioners, the mass media, law enforcement officials, and representatives of professional organizations. Respondents were selected purposively.
Previously, the government submitted the list of problem inventory (DIM) for the KUHAP revision to Commission III of the DPR on Tuesday, July 8, 2025. Deputy Minister of Law and Human Rights, Eddy Hiariej, said the DIM would be published on the official DPR website.
The Chairperson of Commission III of the DPR, Habiburokhman, said his commission would harmonize the DIM of the KUHAP revision provided by the government before its release to the public.
"We ask for maybe one night to give tasks to our secretariat colleagues," he said.
