Setara Institute has routinely measured the Tolerant City Index (IKT) in Indonesia annually since 2015.
This index shows the performance of city governments and local communities in managing harmony, tolerance, national insight, and social inclusion.
Setara Institute conducted a study to compile the IKT across all Indonesian cities using eight indicators, namely:
1. Medium-Term Regional Development Plan (RPJMD);
2. City government policies;
3. Intolerance incidents;
4. Civil society dynamics;
5. Public statements by the city government;
6. Concrete actions by the city government;
7. Religious heterogeneity; and
8. Religious social inclusion.
The results of the study then formulated into a score ranging from 1-7 using a Likert scale, depicting a gradual range from low to high quality. A score of 1 indicates the lowest quality of tolerance, and a score of 7 indicates the highest.
In 2015, the national average IKT score reached 4.75. After that, the score fluctuated until it reached 4.92 in 2024, as seen in the graph.
Although the score decreased compared to 2023, Setara Institute assesses that there has been improvement.
"The figure of 4.92 for the national average on a scale of 1-7 shows that tolerance in Indonesia is quite good and shows a continued improving status," said Setara Institute in its Tolerant City Index 2024 report.
"This score decrease is generally due to methodological factors, considering that the 2024 IKT developed indicators as an effort to strengthen the tolerance ecosystem, generally in Indonesia and specifically in cities," they said.
The assessment indicator developed in 2024 is city government policy. Previously, this indicator only measured the presence or absence of discriminatory legal products. However, in 2024, there was an addition of an assessment regarding the existence of legal products that promote tolerance.
"Cities with legal products that are promotive of tolerance will receive a higher assessment, and vice versa," said Setara Institute.
