Every year, the government allocates an investment financing budget or State Capital Participation (PMN) to State-Owned Enterprises (SOEs).
Based on data from the 2023 State Budget Financial Note (Nota Keuangan RAPBN 2023), in 2018, investment financing or PMN to SOEs amounted to Rp3.6 trillion.
Then, in the 2019-2021 period, the value continued to rise significantly, until in 2022 the financing outlook decreased, as shown in the graph.
According to the 2023 State Budget Financial Note, government investment in SOEs during the 2018-2022 period has yielded a number of results, namely:
* Construction of Trans Java toll road sections (Pejagan-Pemalang, Solo-Ngawi, Ngawi-Kertosono);
* Construction of the Trans Sumatra toll road (Medan-Binjai, Palembang-Indralaya, Bakauheni-Terbanggi Besar, and Terbanggi Besar-Kayu Agung sections);
* Capacity development of Soekarno-Hatta International Airport's Terminal 3 Ultimate;
* Construction of power plants in Musi Banyuasin, South Sumatra and Kendari, Southeast Sulawesi;
* Development of electricity infrastructure, such as 315 power plant projects, 378 transmission and substation projects, and 39 distribution projects spread throughout Indonesia;
* Construction of the Jabodebek Light Rail Transit (LRT) project; and
* Construction of port facilities in Eastern Indonesia, including the ports of Bitung, Kendari, Tarakan, Sorong, Merauke, Manokwari, Jayapura, Ternate, and Ambon.
