The Indonesian government has set an indicative budget of Rp104.35 trillion for the Ministry of Health (Kemenkes) in the 2026 fiscal year. This indicative budget is planned for six programs.
Based on the programs, healthcare services and national health insurance (JKN) receive the highest allocation. This is followed by management support programs and disease prevention and control programs.
The following is the indicative Kemenkes budget for 2026 by program:
- Healthcare services and JKN: Rp87.85 trillion
- Management support: Rp7.55 trillion
- Disease prevention and control: Rp3.22 trillion
- Vocational education and training: Rp3.11 trillion
- Public health: Rp2.37 trillion
- Health development policy: Rp257.5 billion
According to the government, the health budget is aimed to be above 5% of state expenditure.
During 2023 and 2024, the government realized health budgets of 5.94% and 5.79%, respectively, of state expenditure in the State Budget (APBN) for those years.
Meanwhile, the government has allocated a health budget of Rp218.5 trillion in 2025, or 6.03% of state expenditure.
"In the 2023-2025 period, the average health budget was around 0.89% of the Gross Domestic Product (GDP), and grew nominally by an average of 5.32%," the government stated in the updated 2026 Macroeconomic Framework and Fiscal Policy Guidelines.
