Based on the survey results released by the Setara Institute titled "Tolerant City Index" (IKT) 2022, Cilegon is ranked as the most intolerant city in Indonesia in 2022. This city in Banten province received a score of 3.227 points on a scale of 1-7.
Depok, West Java, is the second most intolerant city in Indonesia with a score of 3.610 points. This is followed by Padang, West Sumatra, as the third most intolerant city, scoring 4.060 points.
Furthermore, the list of Indonesia's most intolerant cities is dominated by cities on the island of Sumatra, such as Medan, Pariaman, and Prabumulih, with total scores as shown in the graph.
The IKT study comprised 94 cities out of a total of 98 cities in Indonesia. The four cities eliminated were administrative cities in DKI Jakarta, which were combined into one DKI Jakarta entity.
The assessment consists of four indicators: city government regulations, social regulations, government actions, and socio-religious demographics.
The scoring in this study uses a positive hypothesis scale with a range of 1-7, representing a gradual range from poor to good quality. Setara defines 1 as the score for the worst situation in each indicator, while 7 is the score for the best situation in each indicator to create a tolerant city.
