The Indonesian government will appoint non-Civil Servant (Non-ASN) healthcare workers as Government Employees with Work Contracts (PPPK). This appointment is in response to the ongoing shortage of healthcare workers (Nakes) in Public Health Centers (Puskesmas) and Regional Government Hospitals (RS).
More than 200,000 non-ASN healthcare workers, such as honorary staff, are expected to transition to PPPK status this year and next, following the government's regulation to halt the recruitment of honorary employees in 2023.
“With this policy, honorary or Non-ASN healthcare workers throughout Indonesia can work with greater peace of mind, as their future is now clearer. This is one of the health transformation programs in the field of human resources, where we must ensure the adequacy of healthcare workers,” said Minister of Health Budi Gunadi Sadikin at a press conference regarding the Non-ASN Healthcare Worker policy, as reported by the Ministry of Health portal on Saturday (30/4/2022).
The following are the numbers of honorary Nakes who have registered with the Ministry of Health:

5. Medical Laboratory Technologists: 7,515
6. Pharmacy Personnel: 4,393
7. Dentists: 1,209
8. Other Specialist Doctors: 1,169

This policy stems from an agreement between the Minister of Health, the Minister of Education, Culture, Research, and Technology of the Republic of Indonesia, the Minister of Administrative and Bureaucratic Reform, and the Minister of National Development Planning/National Development Planning Agency.
Non-ASN healthcare workers who will transition status include contract/honorary staff of Provincial and District/City Governments, contract/honorary staff of BLUDs (Public Service Agencies), contract staff with Non-Physical DAK (Special Allocation Funds) (BOK), PTT (Government-appointed teachers), and volunteers working in healthcare facilities owned by Provincial and District/City Governments, who have been utilized to fill and meet the needs of healthcare services in the regions.
The criteria for Non-ASN healthcare workers prioritized for PPPK positions in 2022 are as follows:
- Included in the 30 types of Healthcare Job Functions according to Presidential Regulation 38/2020
- Working in healthcare facilities owned by Provincial and District/City Governments with Non-ASN status
- Educational Background: minimum D3 (Diploma 3) in Healthcare
- Registered in SISDMK (Healthcare Human Resources Data System) as of April 1, 2022
- Possessing an active STR (Healthcare Worker Registration Certificate) for the type of Healthcare Job Function as stipulated in the Minister of Administrative and Bureaucratic Reform Decree 980/2021 and SIP (for those working in healthcare facilities)
