According to data from the Central Bureau of Statistics (BPS), Indonesia imported 12.85 tons of used clothing in 2023. This volume is down 51% year-on-year (YoY) from 26.22 tons in the previous year.

On the other hand, the government prohibits the illegal import of used clothing, arguing that it protects the domestic textile industry and MSMEs.

This prohibition is stipulated in the Minister of Trade Regulation (Permendag) Number 51 of 2015 concerning the Prohibition of Importing Used Clothing and Permendag Number 40 of 2022 concerning Goods Prohibited for Export and Goods Prohibited for Import.

“Currently, unrecorded imports, including illegal imports of clothing and footwear, are very large, averaging 31% of the total domestic market,” said the Minister of Cooperatives and SMEs, Teten Masduki, as reported on the official Kominfo website on Monday, March 17, 2023.

Teten and his team are coordinating with the Ministry of Trade and the Ministry of Finance to stop the illegal import of used clothing, from upstream to small ports often used by smugglers.
