The 35,000 megawatt (MW) power plant program was launched at the beginning of President Jokowi's administration and was scheduled to be completed by 2019. This program aimed to meet electricity needs throughout Indonesia, supporting a target economic growth rate of 6-7%.
By the end of 2017, of the 35,800 MW power plant project, 1,362 MW (approximately 4%) had reached the COD/commissioning stage. The majority of this mega-project (17,116 MW or 48%) was under construction, while 35% had secured Purchase Power Agreements (PPAs) but had not yet begun construction. A further 9% was in the procurement stage, and 4% in the planning stage.
This project, costing over Rp 1,000 trillion, planned to build 109 power plants. 35 projects were undertaken by Perusahaan Listrik Negara (PLN), the state-owned electricity company, with the remainder handled by private companies/Independent Power Producers (IPPs).
