Number of PLN Customers with Tariff Category R-1 to R-3 in 2024

Based on data from Perusahaan Listrik Negara (PLN), in 2024 PLN had 92,877,292 customers. Of this number, the household category dominated with 84,660,382 customers.

PLN then divided household customers into three tariff categories: R-1, R-2, and R-3.

R-1 includes customers with power capacity of 450 volt amperes (VA), 900 VA, 1,300 VA, and 2,200 VA. R-2 includes customers with power capacity of 3,500 VA to 5,500 VA, and R-3 includes customers with power capacity of 6,600 VA and above.

In 2024, the number of R-1 customers was the highest, followed by R-2 and R-3. The complete data is as follows:

• R-1: 81,982,399 customers
• R-2: 2,249,430 customers
• R-3: 428,553 customers

Previously, the government canceled plans to provide a 50% electricity tariff discount to customers with power capacity up to 1300 VA, which was originally scheduled for June-July 2025. Finance Minister Sri Mulyani Indrawati explained that the cancellation of the electricity tariff discount was due to limited implementation time.

“The electricity discount, it turns out that the budgeting process is much slower. So, if our goal is June and July, we decided it cannot be implemented,” said Sri Mulyani after a limited meeting with President Prabowo Subianto.

The government will still release five incentive policy packages with a total allocation of Rp24.44 trillion. The incentive packages include transportation discounts, toll tariff discounts, increased social assistance, Wage Subsidy Assistance (BSU), and an extension of the Work Accident Insurance (JKK) premium discount.
