In the last decade, the highest electricity tariff imposed by PLN was for public street lighting (PJU) customers, reaching Rp1,447.06 per kWh in 2021.
The next highest electricity tariffs were charged to government office building customers at Rp1,292.85 per kWh, business customers at Rp1,234.68 per kWh, industrial customers at Rp1,086.22 per kWh, and household customers at Rp1,024.01 per kWh in 2021.
The lowest tariff was applied to social customers, at Rp806.37 per kWh. The national average electricity tariff in 2021 was Rp1,083 per kWh.
In 2022, electricity tariffs are threatened with an increase due to soaring global crude oil prices exceeding US$100 per barrel.
Amidst this situation, the government's budget for electricity subsidies is expected to swell to curb PLN's losses and maintain national electricity price stability. However, the government has yet to settle its outstanding energy and electricity subsidy debt from 2021.
In the "Our State Budget Conference" on Monday (March 28), Finance Minister Sri Mulyani stated, "Based on the BPKP audit in 2021, we have received confirmation that compensation will surge," she said.
"The compensation cost for fuel will surge by Rp68.5 trillion – this is Pertamina's bill to us. And for electricity, Rp24.6 trillion, so there's still Rp93.1 trillion. In total, the government has an obligation of Rp109 trillion," continued Sri Mulyani.
In the 2022 State Budget, the government has allocated a total subsidy budget of Rp206.96 trillion. This budget is divided into energy subsidies of Rp134.03 trillion and non-energy subsidies of Rp72.93 trillion.
Further detailed, the energy subsidy budget in the 2022 State Budget is allocated for subsidies on certain types of fuel oil (BBM) at Rp11.3 trillion, 3 kg LPG cylinders at Rp66.3 trillion, and electricity at Rp56.5 trillion.
