According to data from the Telecommunications and Information Accessibility Agency (Bakti) of the Ministry of Communication and Informatics, as of 2020, there were 1,682 base transceiver stations (BTS) spread across Indonesia's outermost, most remote, and underdeveloped areas (3T).
Of this number, the majority were Telkomsel network BTS (1,158 locations), followed by XL Axiata (360 locations) and Indosat Ooredoo (164 locations).
BTS are transmitting stations for wireless telecommunications. This equipment is vital infrastructure for the use of cellular phones and the internet.
As of 2020, the most widespread distribution of BTS in 3T areas was in Eastern Indonesia, namely West Papua (244 locations), Maluku (243 locations), and Papua (213 locations), with operator details as shown in the graph.
Then, at the end of 2020, the Ministry of Communication and Informatics opened a tender for a project to procure 4,200 new BTS in other 3T areas, which was targeted for completion by the end of 2022.
However, at the beginning of 2023, the Attorney General's Office (Kejagung) announced alleged corruption in the project involving suspects: the President Director of Bakti Kominfo, AAL; the President Director of PT Mora Telematika Indonesia (Moratelindo), GMS; and an expert from the University of Indonesia, YS.
According to Kuntadi, Director of Law Enforcement at the Attorney General's Office for Special Crimes, the suspects allegedly manipulated the planning and tendering process of the project.
The President Director of Bakti Kominfo allegedly issued regulations aimed at closing opportunities for certain prospective bidders.
Meanwhile, the President Director of PT Mora Telematika Indonesia allegedly provided input for the President Director of BAKTI Kominfo to draft regulations that benefited certain vendors.
"So, in the procurement process, there was no healthy competition, so in the end, there was allegedly an overpayment that the state had to bear," said Kuntadi, as reported by Antara (5/1/2023).
To this day, the alleged BTS corruption case has not been fully revealed. The Attorney General's Office summoned Minister of Communication and Informatics Johnny G. Plate for questioning as a witness on Tuesday, February 14, 2023.
