A World Bank report indicates that a significant portion of the Indonesian population remains unsubscribed to fixed broadband networks. This is primarily due to the perceived high cost of this non-portable internet facility, as cited by 44% of respondents.

According to World Bank data, using fixed broadband services requires expenses for modem rental, installation fees, and monthly subscriptions. Subscription rates range from Rp 250,000 to Rp 800,000 per month.

Installation and connection fees in the first month, even with the cheapest package, are equivalent to 1.2 times the monthly per capita expenditure of poor families.

Geographically, the perception of high fixed broadband adoption costs is most prevalent in Sumatra, Sulawesi, and Maluku. Meanwhile, service availability remains hampered in Papua, West Nusa Tenggara, and East Nusa Tenggara.

Beyond the high cost, 24% of respondents stated that their reliance on mobile internet deterred them from subscribing to fixed broadband.

Mobile operators offer competitive rates and reach populations in remote and geographically challenging areas. Their affordable pricing across all population segments makes mobile internet more appealing than fixed broadband.

Other reasons for not choosing fixed broadband include lack of supporting operators (14%), lack of need (8%), and slow internet speeds (4%).
