The Indonesian Ministry of Communication and Digital (Komdigi) defines "digital society" as a society that uses digital technology in its daily life.

According to research by the Komdigi, the score of the Indonesian Digital Society Index (IMDI) in 2025 reached 44.53 out of 100 points, falling into the "sufficient" category.

"This indicates that, although the digital learning infrastructure and ecosystem are generally adequate, their utilization by the public is still not optimal, especially in supporting productive activities that have the potential to boost economic growth," said the Komdigi in its report.

The Komdigi compiled this index based on a survey of 18,564 individual respondents and 11,901 industry respondents across 514 regencies/cities.

The index is assessed based on four main pillars, namely infrastructure and ecosystem, digital literacy, digital technology empowerment, and digital sector jobs.

The scores are then given on a scale of 0-100 points, with the following categories:

Very high: more than 57.76 points
High: 51.74—57.76 points
Sufficient: 39.70—51.73 points
Low: 33.66—39.69 points
Very low: less than 33.66 points

Out of 38 provinces in Indonesia, no region has achieved a "very high" score.

The highest score was obtained by DKI Jakarta, with a score of 57.76 points, falling into the "high" category.

Bangka Belitung Islands: 52.15 points
West Java: 52.05 points
Central Java: 51.19 points
DI Yogyakarta: 51.13 points

Lampung: 50.36 points
West Sumatra: 49.7 points
East Java: 49.17 points
North Kalimantan: 48.91 points
