Types of Digital Attacks in Indonesia, Q1 2025: Hacking Most Prevalent

The Southeast Asia Freedom of Expression Network (SAFEnet) received 137 reports of digital attacks in Indonesia during the first quarter of 2025.

When categorized by type, these reports comprised 177 attacks.

"This data discrepancy arises because a single incident can involve multiple types of attacks," SAFEnet stated in its report.

According to SAFEnet, the most prevalent type of digital attack in Indonesia during the first quarter of 2025 was hacking or forced account takeover, accounting for 42 incidents (27.68% of the total attacks recorded).

The next most frequent attacks were threats, with 23 incidents (13.56%). "This indicates a widespread prevalence of intimidation and pressure against individuals or groups, both directly and indirectly through digital platforms," SAFEnet stated.

Other attacks included doxing (the unauthorized dissemination of victims' personal information), with 20 incidents (17.51%); account suspension, with 17 incidents (9.60%); phishing and inaccessible accounts, each with 11 incidents (6.21%); and impersonation, with 8 incidents (4.52%).

During the first quarter of 2025, SAFEnet forwarded 48 reports of digital attacks to Facebook, Google, and Instagram. Instagram had the highest number of reports, with 39.

Regarding the status of these reports: on Facebook, 2 were pending, 2 were rejected, and 1 was successfully resolved.

On Google, 1 report was pending, 2 were rejected, and 1 was successfully resolved.

On Instagram, 9 reports were pending, 7 were rejected, and 23 were resolved through platform action.

"These findings highlight the need for improved response systems and transparency from platforms, particularly regarding stalled reports, and providing clear explanations for rejected reports so users can understand the reasons and improve their reporting if necessary," SAFEnet stated.
