10 Provinces at Risk of ASN Neutrality Violations in the 2024 General Election

According to the Indonesian General Elections Supervisory Agency (Bawaslu), violations of neutrality by civil servants (ASN) are one of the four most prevalent election vulnerability issues found at the provincial level.

Bawaslu's Coordinator for Prevention, Community Participation, and Public Relations, Lolly Suhenty, stated that this potential vulnerability was found in 22 Indonesian provinces.

Of these, 10 provinces have the highest index of vulnerability to ASN neutrality violations, with North Maluku scoring 100 out of a scale of 0-100. A low score indicates low vulnerability, and vice versa.

North Sulawesi ranks second, followed by Banten, South Sulawesi, East Nusa Tenggara, East Kalimantan, West Java, West Sumatra, Gorontalo, and Lampung, with vulnerability indices as shown in the graph.

Lolly hopes that the local governments of these ten provinces with potential vulnerabilities will take preventive measures.

"Good preventive measures are built through communication aimed at preventing violations," said Lolly at the *Launching of the Mapping of Vulnerabilities in the Simultaneous Elections of 2024* event on Thursday (21/9/2023).

She also explained that ASN neutrality violations often occur in the form of promoting certain candidates and openly expressing support on social media or other media.

There are also cases of ASNs using state facilities to support incumbents and participating in candidate campaigns. "This most frequently occurs during regional head elections," said Lolly.
