According to findings by the Centre for Strategic and International Studies (CSIS), approximately 94% of incumbent legislative members are running again in the 2024 Legislative Election.

Of the 575 incumbent legislative candidates (caleg) investigated by CSIS, 90% are running in the same electoral district (dapil) as in the 2019 election. Around 4% are running in a different electoral district, and 6% are not participating in the election.

"The assumption is that if they run in the same electoral district, they already have a strong and well-maintained political network. Their probability of being re-elected is certainly higher than that of new challengers," said Arya Fernandes, Head of the CSIS Department of Politics and Social Change, in a virtual press conference on Monday (September 25, 2023).

Arya also assessed that this situation will make it difficult for new legislative candidates.

"So, challengers need to make a greater effort to win seats because of this situation," he said.

CSIS also found that, based on their political parties, the most incumbent legislative candidates come from the Indonesian Democratic Party of Struggle (PDI-P), with 128 individuals.

Then, there are 85 incumbent legislative candidates from Golkar, 85 from Gerindra, and 78 from Nasdem.

This CSIS analysis is based on the provisional candidate data (DCS) released by the General Election Commission (KPU), which was then narrowed down to 575 legislative candidates currently serving in the DPR (House of Representatives).

"We only focus on analyzing the profile of incumbents, as this will affect the level of competition between parties and influence the parties' vote share," said the CSIS research team.
