Indonesian Commission on Human Rights Receives Many Complaints Regarding Welfare Rights in 2025

Throughout 2025, the National Commission on Human Rights (Komnas HAM) received 2,796 public complaints regarding alleged human rights violations.

Of this total, 2,133 complaints were new reports, and 663 complaints were follow-up reports.

Based on the classification of rights, the most complaints were related to the right to welfare, totaling 891 complaints.

The following are the alleged human rights violations most frequently reported by the Indonesian public to Komnas HAM during 2025:

• Right to welfare: 891 complaints
• Right to justice: 863 complaints
• Right to security: 269 complaints
• Right to life: 134 complaints
• Right to personal freedom: 71 complaints

"Komnas HAM followed up on these complaints through its functions of monitoring, investigation, oversight, mediation, as well as providing human rights opinions in court (amicus curiae)," Komnas HAM stated in a press release, (January 1, 2026).

Komnas HAM stated that the trend of case complaints in 2025 was generally related to agrarian conflicts; freedom of expression and opinion; press freedom and attacks on journalists; sexual violence; violence by state apparatus; fulfillment of the rights of asylum seekers and refugees; as well as freedom of religion and belief.

"Issues and agrarian conflicts, for example, continue to be the highest reported alleged human rights violations, which also impact other human rights issues, such as the protection of indigenous communities, environmental damage, intimidation, threats, and criminalization of human rights defenders," Komnas HAM stated.

"Issues of violence against vulnerable groups, women, and children continue to occur. Similarly, human rights violations in the implementation of national strategic projects also persist," it added.
