These 10 Issues Dominated the Fourth Session of the Indonesian House of Representatives (DPR RI)

The Indonesian Parliamentary Center (IPC) monitored the performance of the House of Representatives (DPR) during the fourth session, June 24 - July 24, 2025.

Ten issues dominated DPR meetings. Law enforcement was the most frequent topic, discussed in 18 meetings.

The top 10 issues discussed during the DPR RI's fourth session (2024-2025) are:

1. Law Enforcement: 18 times

2. Education: 14 times

3. Energy and Mineral Resources (ESDM): 14 times

4. Agriculture: 13 times

5. Internal Affairs: 13 times

6. Science: 12 times

7. Religion: 12 times

8. Governance: 10 times

9. Finance: 10 times

10. State-Owned Enterprises (BUMN): 9 times.

The IPC also noted that of the 246 DPR meetings held during the fourth session, 61.4% were open, while 38.6% were closed.

"The low level of transparency in meetings, the discrepancy between the agenda and meeting reports, and the dominance of certain issues in discussions pose challenges to the optimal performance of institutional functions," wrote the IPC in its Report on the Fourth Session of the First Year of the DPR, 2024-2029 period.

During the fourth session, the DPR discussed 12 draft laws (RUU), but none were passed.

"The Criminal Code (KUHAP) bill, which was 'expected' to be enacted, was not, due to public 'rejection' of its substance," the IPC wrote.
