There were 119 Corruption Cases in State-Owned Enterprises (SOEs) during the 2016-2021 Period.

Corruption within State-Owned Enterprises (SOEs) in Indonesia remains rampant.

According to Indonesia Corruption Watch (ICW) monitoring, the number of SOE corruption cases that reached the investigation stage totaled 119 cases with 340 suspects during the 2016-2021 period.

The total estimated state losses due to these cases reached Rp47.92 trillion.

There were 9 SOE corruption cases recorded in 2016. This number increased to 33 cases in 2017, decreased to 21 cases in 2018, and 20 cases in 2019.

During the Covid-19 pandemic, SOE corruption cases did not subside. The number even increased to 27 cases in 2020. In 2021, there were 9 SOE corruption cases investigated by law enforcement.

Largest SOE Corruption Occurred During the Pandemic

Considering the amount of losses, the lowest state losses due to SOE corruption occurred in 2016, namely Rp86.31 billion.

The state suffered the greatest losses from corruption cases that occurred during the Covid-19 pandemic.

In 2020, the state lost Rp17.4 trillion. Then, in 2021, the losses increased to Rp23.9 trillion.

ICW considers this highly ironic, as during the pandemic, SOEs received injections of funds from the central government through the National Economic Recovery (PEN) stimulus program totaling Rp1.761 trillion.

Previously, SOEs also routinely received State Capital Participation (PMN) funds budgeted through the State Budget (APBN).
