The Central Statistics Agency (BPS) scored democracy across 34 Indonesian provinces in the 2022 Indonesian Democracy Index (IDI).
The index is built from several aspects, including equality, freedom, and the capacity of democratic institutions.
These aspects are also weighted. The province with the highest IDI score doesn't necessarily have the highest score in each individual aspect.

East Kalimantan had the highest score in 2022, at 91.4 points out of 100. This is an increase from 89.46 points in 2021 (using a different methodology). East Kalimantan's IDI score was 83.58 points in 2022.
West Kalimantan had the second-highest freedom score at 91.35 points in 2022, a significant increase from 81.15 points in 2021 (using the old methodology). Its IDI score reached 81.48 points in 2022.
West Java ranked third with 90.61 points in 2022, up from 89.71 points in 2021. Its IDI score was 83.34 points in 2022.
Fourth and fifth place were occupied by East Nusa Tenggara (89.06 points) and Central Java (88.83 points) in 2022.

The three regions with the lowest freedom scores in the IDI were West Papua (53.64 points), Gorontalo (65.31 points), and Bangka Belitung Islands (66.36 points).
Freedom indicators in the IDI include freedom of assembly, association, expression, and opinion by state officials and among the public; freedom of belief; freedom of the press; fulfillment of workers' rights; anti-monopoly of economic resources; the right to vote and be elected in elections, and others.
The overall scoring method in the democracy index has changed. The BPS mentions a change in the concept used.
"The concept used in the IDI 2009-2020 was limited to the political dimension, while in 2021 it also included the social and economic dimensions," wrote the BPS on its official website.
Furthermore, the IDI 2009-2020 only produced provincial and national-level indices, while the IDI 2021 produced provincial, central, and national-level indices.
The IDI is used as a tool to measure the development of Indonesian democracy, providing a reference for formulating political development programs for both the central and regional governments.
