According to the Directorate General of Minerals and Coal (Minerba) of the Ministry of Energy and Mineral Resources (ESDM), there were 1,891 applications for Work and Budget Plans (RKAB) as of January 13, 2022. Of this number, the government has only approved 22%, or 416, mining work permits.
The remaining submitted RKABs were rejected, returned, or are still under process. A total of 307 RKABs (16.2%) were rejected, 552 RKABs (29.2%) were returned, and 616 RKABs (32.6%) are still in process.
There are four reasons why the Ditjen Minerba rejected or returned the RKABs. First, the company is not yet registered or registered in the Minerba One Data Indonesia (MODI). MODI is a one-stop data service for the Indonesian mining sector.
Second, the company does not have approval and feasibility study documents. Third, the application documents did not include calculations of resources and reserves that have been verified by a Competent Person registered with the Indonesian Mineral Reserves Committee (KCMI).
Finally, the RKAB application was rejected because it did not comply with the format of the Minister of ESDM Decree Number 1806 of 2018.
