List of Ministries Receiving Foreign Loans, Ministry of Public Works and Public Housing Receiving the Most

The Directorate General of Financing and Risk Management (DJPPR) of the Ministry of Finance (Kemenkeu) recorded that foreign loans in the second quarter of 2021 were disbursed to 25 ministries/institutions, with a total foreign credit commitment of US$ 22,876.10 million. The largest portion of the loan flowed to the Ministry of Public Works and Public Housing (PUPR), amounting to US$ 7,401.70 million.

Of the total foreign credit commitment, 34.6% has been absorbed. Meanwhile, 33.9% of the foreign loan for the Ministry of PUPR has been absorbed.

The next largest recipient of foreign loans was the Ministry of Defense, with a commitment of US$ 3,741 million and 17.2% of the loan disbursed. Then, the Ministry of Transportation, with a credit commitment of US$ 2,585.6 million and 52% absorbed.

Furthermore, the Ministry of Finance has absorbed 47% of its total foreign loan commitment, namely US$ 2,240.5 million. Meanwhile, the total foreign credit commitment for PT. Perusahaan Listrik Negara (PLN) amounted to US$ 1,266.5 million, with 16.3% absorbed.

These foreign loans were obtained from various countries/lending institutions. The largest active foreign credit providers in the second quarter of this year were Japan (US$ 6,571 million), the International Bank for Reconstruction and Development (IBRD) (US$ 5,514 million), and the Asian Development Bank (ADB) (US$ 2,664.7 million).

The realization of expenditure by ministries/institutions using foreign loans in 2021 up to June amounted to Rp 6,495.07 billion, or 22.01% of the total budget ceiling. The highest absorption percentage was achieved by the Ministry of Home Affairs (75.52%) and the Ministry of Manpower (70.09%).

Meanwhile, the realization of expenditure using foreign loan funds in the second quarter of 2021 was largely used for Capital Expenditure (51.8%) and Goods and Services Expenditure (34.4%).
