According to data from the Ministry of Energy and Mineral Resources (ESDM), five mining companies currently hold permits to operate in Raja Ampat, West Papua. Two companies obtained permits from the central government and three from the local government.
The companies with permits from the central government are PT Gag Nikel and PT Anugerah Surya Pratama (ASP).
The ESDM Ministry notes that PT Gag Nikel holds a Generation VII Work Contract covering an area of 13,136 hectares (ha) on Gag Island. The company has entered the production operation phase based on the Decree of the ESDM Minister No. 430.K/30/DJB/2017, valid until November 30, 2047. The total mining area opened reaches 187.87 ha as of 2025, with 135.45 ha already reclaimed.
"PT Gag Nikel has not yet discharged wastewater as it is still awaiting the issuance of an Operational Suitability Certificate (SLO)," wrote the ESDM Ministry in its statement.
Meanwhile, PT ASP holds a Mining Business License (IUP) for production operations based on the Decree of the ESDM Minister No. 91201051135050013, issued on January 7, 2024, and valid until January 7, 2034. Its mining area covers 1,173 ha on Manuran Island.
"Regarding environmental aspects, PT ASP had an AMDAL (Environmental Impact Assessment) document in 2006 and UKL-UPL (Environmental Management Plan and Environmental Monitoring Plan) in the same year from the Raja Ampat Regent," said the ESDM Ministry.
The mining companies with permits from the local government are PT Mulia Raymond Perkasa (MRP), PT Kawei Sejahtera Mining (KSM), and PT Nurham.
According to the ESDM Ministry, PT MRP holds an IUP based on the Decree of the Raja Ampat Regent No. 153.A Year 2013, valid for 20 years until February 26, 2033. Its area covers 2,193 ha on Batang Pele Island, and the company is still in the exploration phase and does not yet have environmental documents or environmental permits.
PT KSM holds an IUP based on the Regent's Decree No. 290 Year 2013, valid until 2033, with an area of 5,922 ha on Kawe Island.
"For land use, the company holds an IPPKH (Forest Area Lease Permit) based on the Decision of the Minister of Environment and Forestry in 2022. Production activities began in 2023, but currently, there are no ongoing production activities," stated the ESDM Ministry.
Meanwhile, PT Nurham has an IUP based on the Decree of the Raja Ampat Regent No. 8/1/IUP/PMDN/2025, valid until 2033, with an area of 3,000 ha on Waigeo Island. The company is recorded as having environmental approval from the Raja Ampat Regency Government since 2013.
On Saturday (7/6/2025), ESDM Minister Bahlil Lahadalia visited Gag Island to inspect PT Gag Nikel's activities and listen to the aspirations of the local community. "The results will be verified and analyzed by the mining inspector team," he said.
The ESDM Ministry has deployed a mining inspector team to conduct a technical evaluation of all Mining Business License Areas (WIUP) in Raja Ampat. The evaluation results will form the basis for further policies and decisions by the ESDM Minister.
