PPATK Head Ivan Yustiavandana stated that 36.81% of the total PSN development budget flowed into subcontractor accounts. PPATK identified these transactions as being used for project operational costs.

* Using safe deposit boxes; and
* Using foreign currency in bribery or gratification attempts.
